Finance Controller

ORGANIZATION OVERVIEW

CMHA Kelowna is a large multi-service, non-profit organization with multiple funding streams and is looking for a unique and talented Finance Controller who is both a strategic leader and detail oriented individual who is focused on making an impact within the organization and the community.

CMHA Kelowna is part of a nation-wide federation of more than 100 separately incorporated branches serving communities across the country.  We all share the same belief that mental health is a universal right, where all people have the right to timely mental health treatment or access, the right to secure jobs, safe places to live and enjoy positive relationships that make good mental health possible for every person in Canada.

JOB SUMMARY

The Finance Controller will provide strategic business planning, financial leadership and responsibility for the effective and efficient delivery of full-cycle Accounting, Finance and Payroll functions.

The Finance Controller reports directly to the CEO and is an integral member of the senior leadership team and will bring a experienced level of fiscal and business awareness, integration and engagement to our amazing team of 170+  staff and many dedicated volunteers.  The Finance Controller will ensure optimal management of the organization’s financial resources in compliance with generally accepted accounting practices and the financial aspects of other guidelines such as government regulations, contracts with funders, laws concerning charities etc. by ensuring records and reporting are kept current, presented with accuracy for decision making and provided in a timely manner.

We are seeking an incredible person with hands-on experience, actually doing the work and keeping their gaze on the big picture of the operation.  We have multiple funders and different reports to prepare for each throughout the year.  The key will be to understand your customer in this role and how this department can support the customer.  Our finance department has evolved from needing a Controller to someone who will excel at the following:

  • Overall supervision to the Finance team, business development/social enterprise initiatives.
  • Evaluate and improve the internal control policies and procedures,
  • Accurate and timely financial reporting to CEO and the Board of Directors and program managers.
  • Ensure regulatory compliance
  • Oversee financial and operations risk management strategy to ensure sustainability and effectiveness

KEY RESPONSIBILITIES

Finance and Accounting:

  • Oversees and directs the financial management of all CMHA Kelowna operations, including the annual budget cycle, monthly and quarterly reviews, and revisions, and reports regularly through the CEO to the Board of Directors and the Finance Committee.
  • Provides advice to leadership staff on strategic and operational financial challenges and opportunities related to business performance, funding changes, cash flow, and risk using high-quality forecasting and analytics.
  • Forecasts and manages cash flow, including receivables and payables management.
  • Working closely with the CEO, oversees negotiation, reporting and achievement of terms of financing and the management of investments.
  • Oversees the financial reporting of all CMHA Kelowna program areas and ensures transactions are compliant with accounting standards and governing legislation for registered charities.
  • Oversees the preparation of the annual T3010 and ensures all activities and expenses for CMHA Kelowna are in compliance with the Canada Revenue Agency.
  • Ensures that all remittances, including GST and other government requirements, are up to date.
  • Remains up to date on best practices in non-profit finance, business systems, and internal control measures, and provincial and federal law regarding non-profit and charitable organizations.
  • Prepares periodic external reports in compliance with funder and /or statutory requirements.
  • Provides executive leadership in the management of CMHA Kelowna’s relationship with financial banking, investment entities, tax and regulatory authorities, and relevant vendors.
  • Works with the Board of Directors, through the CEO, to develop, revise, and implement governance and operational financial policies.
  • Ensures the organization adheres to Board investment policies, providing recommendations to the Board Finance Committee to ensure the best possible financial returns.
  • Performs other special projects as required by the CEO or Finance Committee. 

Budget Development and Monitoring:

  • Works with departmental leads to manage the financial reporting and records requirements for all program area contracts, including budget review, cash flow planning, and forecasting.
  • Analyzes funding and grant contract to ensure complete and accurate implementation of systems and processes to accommodate any new or added programs/services.
  • Works with the CEO and departmental leaders to produce annual and multi-year budgeting aligned with organizational priorities and financial opportunities and constraints.
  • Works with the Board Treasurer and the Finance Committee to prepare the budget presentation for the Board of Directors.
  • Monitors financial performance and prepares variance reports. Advises the CEO, program directors and program managers of significant budget variances.
  • Ensures the CEO, program directors and program managers have the financial reports they require to manage the budgets for which they are responsible.
  • Provides monthly financial statements and year-end financial forecasts to the CEO and Board of Directors.
  • In partnership with other members of the Leadership Team, develops and monitors procurement, capital replacement plan and makes recommendations for capital purchases.
  • Provides support in the preparation of ad hoc financial reports and budgets for proposals, including projections, forecasts, and analyses.

Audit:

  • Oversees the annual audit and the preparation of annual audited financial statements for the approval of the Board of Directors and CMHA Kelowna’s membership.
  • In conjunction with the CEO and the Board of Directors, prepares actions plans in response to the auditor’s management letter. 

Risk Management, Compliance, and Accreditation:

  • Oversees all facets of risk mitigation (financial and legal), insurance, and internal control policies.
  • Works with the CEO and Leadership team to prepare and maintain emergency response, disaster mitigation, and business continuity plans.
  • Works with the CEO to ensure ongoing accreditation with Imagine Canada. 

Supervision:

  • Leads, motivates, and manages finance staff.
  • Assists in recruitment and hiring decisions, orientates, trains, promotes wellness among staff, evaluates performance, conducts performance planning, supervision, scheduling (including approving overtime if required and within budget), progressive discipline (up to and including dismissal) and provide overall support to employees in the department.

Executive and Leadership Team Member:

  • Contributes as a leader to fostering a strong, safe, and inclusive workplace culture that supports all staff to live by shared values.
  • As part of the Leadership Team, stewards progress towards the strategic plan and reviews and assess key policies and practices.
  • Models and facilitates interdepartmental collaboration to advance progress towards strategic plan goals.
  • Participates in executive level planning, problem solving and risk-mitigation. 

EDUCATION & EXPERIENCE:

  • University degree in Business/Accounting;
  • Professional accounting designation (CPA);
  • Minimum 7 years professional experience in progressively more senior accounting positions, leading financial management in a not for profit organization is preferred; 

KNOWLEDGE, SKILLS & ABILITIES

  • Strong ability to communicate complex financial issues to senior staff in support of daily operation and strategic plans and goals.
  • Strategic thinking and problem-solving skills to balance short term requirements with long term goals.
  • Mindful, compassionate, and adaptive leadership style in the face of unexpected challenges.
  • Knowledge of federal and provincial legislation affecting charities and foundations.
  • Knowledge and demonstrated ability to revise and improve business and accounting processes.
  • Proficiency in accounting software (SAGE preferred) CRM software (Salesforce preferred) and payroll systems (Payworks preferred).
  • Advanced Excel, and Intermediate Word, Outlook and PowerPoint Skills.
  • Excellent interpersonal, communication, training, and mentoring skills.
  • Excellent attention to detail and accuracy.
  • A commitment to our organizational mission of mental health for all.
  • Advanced knowledge of Accounting Software (Sage), job costing and departmental accounting.
  • Excellent leadership, communication, presentation, problem solving and organizational skills.
  • Demonstrated experience using high level of critical and logical thinking, analysis, and/or reasoning to identify underlying principles, reasons, or facts.

The Director of Programs and Services provides overall leadership and oversight to CMHA Kelowna programs and services and ensures that our programs are person-centered, recovery focused, and staff are supported to succeed and excel.  The Director provides leadership in the development, planning, coordination, operation, and evaluation of all programs and services within CMHA Kelowna.

CMHA Kelowna Programs and Services Portfolio Includes:

  • Foundry Kelowna (Integrated clinic for youth 12-24 years of age and their parents/caregivers)
  • Foundry Kelowna Wellness on Wheels mobile youth clinic
  • Homelessness Services (including Outreach, Housing First, Scattered-Site apartments, and Homelessness Prevention Services)
  • Supportive Housing (211 units in 5 buildings)
  • Wellness Programming (including Discovery College, Peer Support, Wellness Development Centre, and the What Really Works? podcast)

GENERAL RESPONSIBILITIES: 

  • Leadership – in the planning, organization, and direction of CMHA programs and services;
  • Human Resources/Personnel relations – ensure program staff are valued and supported to reach their potential;
  • Financial Leadership and Management – Assists in the preparation of the agency budget, ensures critical financial information is disseminated and utilized between relevant program staff on a timely basis, and is responsible for taking the lead in writing program funding proposals
  • Vision – support and promote a dynamic team of staff and volunteers who provide first class, positive and wellness oriented services and supports where respect, diversity, responsibility and creativity are promoted;
  • Evaluation – all program/services and personnel receive regular and consistent evaluation and feedback;
  • Quality Improvement – all programs/services have consistent policies and procedures, services are delivered at high quality, all programs/services are reviewed/evaluated to ensure effective and efficient use of resources and program outcomes are met
  • Ensure a safe, supportive and comfortable atmosphere for people of all ages who experience a wide range of mental health and addictions issues and their families;
  • Community Development – represent the organization and promote community awareness of CMHA Kelowna by maintaining positive contact with other groups, services and agencies in the community and province.

SPECIFIC RESPONSIBILITIES:       

  1. Human Resource Leadership:
  • Ensure Operational Policies and Procedures Manual is up to date and implemented;
  • Provide leadership in establishing and reviewing current procedures regarding intake, program guidelines and responsibilities;
  • Supervision – ensure regular, documented performance/progress reviews within staff; provide direct supervision to CMHA Program Managers
  • Foster and maintain effective communications, collaboration and support within CMHA staff and program volunteers;
  • Provide leadership and promote the values of CMHA through effective planning, implementation, and evaluation of priorities as established by the organization;
  • Promote a person-centered, recovery and wellness-oriented atmosphere within the organization. 
  1. Program Management:
  • Ensure our contracted programs adhere to and exceed the funder’s contracted goals and objectives and report on these as required;
  • Evaluation – regular review of program direction, goals and objectives through satisfaction surveys with staff, program participants, family/friends, service providers in the community, funders; file reviews, process reviews;
  • Information Management – provide leadership in ensuring consistent processes for collection of information for staff, participant/client files, information measuring outcomes and expectations;
  • Ensure timely reporting of program activities and finances to the CMHA Kelowna leadership team members as required.
  1. Program Development and Coordination:
  • Write funding proposals for new programs and services as related to the organizations mission, vision and strategic directions;
  • Ensure all programs and services have an operational sustainability plan that is consistent with the overall direction of the organization;
  • Financial and Budget leadership – support Program Management staff to be aware of program budget, spending and reporting.
  1. Community Development:
  • Build and expand upon relationships with community agencies, funders, business and the general community to further the work of CMHA Kelowna;
  • Create opportunities for collaboration within the community;
  • Participate on key committees and working groups as required;
  • Establish opportunities for relevant community based research initiatives.

QUALIFICATIONS & EXPERIENCE: 

The successful candidate will have post-secondary education in social work, counseling, education, psychology, leadership, business, public policy, or a related field, preferably at the Master’s level, and six (6) years of leadership/management experience at a senior level, or an equivalent combination of education and experience.

This will be supplemented with three (3) years of experience in social service program delivery, coordination, and implementation, with demonstrated knowledge of community-based programs and provincial support systems.  It is essential to have prior experience working with culturally diverse clients/stakeholders and be able to demonstrate the principles of equity, diversity, and inclusion in all aspects of work.  Additional experience and qualifications include:

  • Demonstrated experience developing and evaluating programs;
  • Demonstrated experience of successful program/project proposal writing;
  • Experience in non-profit sector an asset;
  • Excellent written and verbal communication skills with proven ability to communicate effectively with general public, people with mental illness/participants, family members, funders, volunteers and other community partners;
  • Outstanding interpersonal and organizational skills;
  • Demonstrated collaborative leadership style;
  • Ability to manage budgets within operational parameters;
  • Excellent computer skills and ability to utilize relevant new technology in workplace;
  • Ability to work flexible hours – some evening and weekends may be required;
  • This is a management position, overtime may be required;
  • Must have own vehicle;
  • Some travel required.

Tenant Support Worker – Supportive Housing

WHO IS A TENANT SUPPORT WORKER?

Tenant Support Workers within our organization provide assistance, support and basic life skills training to housing program residents. Ensuring the safety and security of the Program Participants and their living environment while encouraging independence, self-responsibility and the healthiest lifestyle possible will be critical to success in this role.

This position is permanent, full-time offering 37.5 hours per week, Tuesday to Saturday, 7:00am-3:00pm.

WHAT DOES A TENANT SUPPORT WORKER DO?

  • Provides feedback and input regarding participants’ needs, performance, and progress;
  • Monitors medication to participants and provides medication reminders, in accordance with established policy;
  • Participates in and oversees various participant-focused social and recreational activities;
  • Identifies available social, economic, recreational, and educational services and resources in the community that will meet participants’ needs. Provides participants with related information;
  • Assists participants with activities of daily living;
  • Completes and maintains related records and documentation such as statistics, progress reports, and daily logs;
  • Receives participant feedback, and inquiries and complaints, and responds as required;
  • Perform housekeeping duties such as sweeping and mopping floors, vacuuming, dusting, washing dishes, and laundry;
  • Performs outdoor residence maintenance as required;
  • Provides direction to volunteers/practicum students as required;
  • Performs other related duties as assigned.

YOUR STRENGTHS & EXPERIENCE:

  • Grade 12 as well as a Diploma in Community Social Service or an equivalent combination of education, training, and experience or other qualifications determined to be reasonable and relevant to the level of work;
  • Class V BC Driver’s License;
  • Certificates in CPR, First Aid, and Food Safe;
  • Physical ability to carry out the duties of the position;
  • Ability to work independently and in cooperation with others;
  • Ability to communicate effectively, both verbally and in writing;
  • Ability to organize and prioritize;
  • Ability to observe and recognize changes in participants;
  • Ability to establish and maintain rapport with participants;
  • Ability to instruct;
  • Ability to analyze and resolve problems;
